The agent is in a good position to keep a correspondent stocked with SURBs.
 It knows how many they have used, and how many have expired, and can send
 control messages with new ones to maintain a reasonable supply. Once they've
 established the connection, two anonymous correspondents can keep each other
 stocked this way.
